how to allow non owner to enable/disable and upload now AWR Warehouse in OEM 13.2 ?

While creating an AWR warehouse in OEM 13.2, we note that only the owner (one who adds the target database), has permissions to enable snapshot upload, disable snapshot upload and perform upload snapshot now in the user interface.

For other users (including super admins), these options are greyed out.

The privileges option seems to allow only access to the snapshots for generating AWR and ASH reports once they are in the warehouse.

We have added all superadmins in the privileges popup but still those users are unable to access the Enable/Disable/Upload features except for database instances they added themselves.

How is this meant to work ?

Why would you only let the person that added the database be able to enable/disable collection or run an immediate collection ?

It's ok if there is not a screen option to do this - but how can it be achieved via Command Line to perform the same functions i..e enable a database collection into AWR, disable collection and run the update now so that a snapshot collection is executed on the remote database, transferred to AWR WH and uploaded ?
