How to add JS URL file to a page?

I'm using apex 5.1.2, ORDS and universal theme.

I have a page where I defined the external JS

In my apache tomcat server I have below where webapps/apex is the apex home url. My thought is / equals the apex home.

I know you can upload static files in the app builder but I prefer NOT to use this since I need a way to easily change scripts.

I mapped this folder to my workstation so I can easily edit and test once I'm able to use the file URL option.

My issue is APEX do not seem to recognize the file and I just get an error on the console could not find the function, thanks
