How to access UNIX DB SERVER from a WINDOWS client?

Friends,
I want to access the oracle database server (UNIX machine, SOLARIS 9) from a WINDOWS SERVER 2003 client for day-to-day database administration. Can someone suggest what utility I can use for this purpose? Will telnet program available on WINDOWS OS (Hyper terminal) will do the job?
Please tell me both Free-to-use and paid options and also which one is the best to use.
