How to access DBCS instance from local machine?

Hi,

I'm trying to access the DBCS instance from my local machine but I'm getting "Status : Failure -Test failed: IO Error: The Network Adapter could not establish the connection" error.

steps followed to enable the DBSC to outside network is attached.

Previously I enabled the security rules in Oracle Compute Cloud service --> Network tab and I could access the DB from my local machine but in current instance, I don't see any security rules under Network tab

Security rules name:

a) ora_p2_http

b) ora_p2_httpssl

c) ora_p2_httpadmin

d) ora_p2_dbconsole

e) ora_p2_dbexpress

f) ora_p2_dblistener
