How to access a CSV file (placed in web url) and insert data into a database table using PL/SQL

Hi,

We have a requirement to insert a web url csv file data (https://hostname/inv/74326394adsdad987/Export-invoice.csv) into a database table from oracle EBS database using sql, pl/sql script, Request you please help us to provide the sample code or please provide a guidance to achieve this functionality.
