How set tomcat to listen for requests to my IP without port#?

I have my server as host for IP address (i'll make it up here as 44.33.22.11).

I want to set up my tomcat so that when someone types:
  http://44.33.22.11
it will go to the tomcat web server.
But I can't get it to work!!! It only works if I type:
  http://44.33.22.11:8080
why is this? How do I fix it?

I even did this in tomcat.properties
  bindaddress=44.33.22.11
  port=80
