How SCN works

In One thread of Aman gave example of Airport for SCN. But what will happen if two transactions come at same time?
Eg. T1<10:00
T2<10:00
In this situation how SCN will be given to these two transactions? and what about their Commit SCN if users commit them at same time?
In these two conditions will SCN be same or different?
