How RR Date Format Works ?

Please explain the logic or exact mechanism behind the *"RR" Date Format in to_date() and to_char() DATE functions*. I am unable to understand the text book explanation. If possible please provide some real-time examples.

Otherwise, provide a URL with good explanation.
