How limit client delphi connection?

Hi,

I've a 11.2.0.4 database in which run some client Delphi.

Our security manager wants control and limit these clients because everyone can create a Delphi client and connect to the database.

I cannot check program because the user can modify the program name, for example can change from myapp.exe to sqlplus.exe

Any ideas?
