How i can change regional settings in all my workspace

Hi, my first language is spanish so, i try to change decimal point and comma to this format --> 1,000.00 (comma separator and decimal point) for all my application. I changed language to Spanish(Perú) but grids always show 1.000,00. Can you help me please !!!
