How high to set processes parameter (what is a reasonable limit)

I have a database that has hundreds of connections, sometimes reaching 1,700 dedicated connections.. The processes parameter is now set to 2,500 so we should be fine for now. We are on Linux, and I believe there is a hard limit of 16,000.

For me 2,500 seems excessive, and they want to know why we can't set it much higher (like 10,000).. What is the cost of setting processes very high ??

How much memory does an inactive process take ? I know semaphores need to be allocated, but is there an overhead to those too ?? Am I old fasioned in thinking that anything over 1,000/server is a too many.

I would be interested in what others think a "reasonable" limit is, or is it really dependent on hardware ?
