How does the OMS search for a server?

I have the OMS and an OMA on separate servers behind a firewall. The DNS nameserver, however, is on the other side. In the OMS' /etc/host file, the OMA server has an entry defined to resolve to the OMA server's 10.x.x.x address. The OMA server also can be reached from the other side of the firewall using a non-NAT address. So, from what I understand, when I click on the OMA server link in EM, OMS should look at the /etc/host to find the OMA server instead of to the DNS nameserver. This doesn't seem to be the case.

On the OMA host, the SysAdmin saw no traffic on port 1159 from the OMS host. Instead, the traffic on that port came from the other side of the firewall. It appears that the OMS has bypassed the /etc/host and found the OMA server using the external address in the DNS nameserver.

As far as EM goes, it is very slow to connect to the OMA host -- as if it is not doing it from behind the firewall. When it does connect, I can see the OMA host details including the names of targets on the OMA host. One of the target is a database. When I click on that target, the connection eventually timed out. Which makes me think that the OMS connected with the OMA by going first to outside of the firewall and then back in.
