How does a datapump exactly decide the scn on a network link?

I have a question. I am using flashback_scn on one of my scripts and was wondering what if i don't specufy the flashback_scn?

How does the data pump works without flashback_scn on network_link? how does it decide upto which SCN it should export?

i am importing around 40 GB of data which easily takes 2-3 hours on network link.
does it decide on the SCN at the time of the start of the job?

what about new data that comes in those 2-3 hours after i have started the import job?

Looked around in documentation but couldn't find any useful information on this.
