How does 11g Forms Builder decide on its registry key name ?

As we have a common setup for all developers for their code it'd be nice to have a standard extract of the registry (.reg file) with the FORMS_PATH already setup.
However, where 10g is always did KEY_IDS1012 on each machine and you could import a standard .reg file, 11g does something like KEY_OH586109512 which is different on each PC.
Is there a way of making 11g use a common registry key or working out what the key is ? - it just looks like a random number to me.
