How do people debug pl/sql within Apex?

Hi Folks,
I have read some mention of linking SQL Developer with the database in order to debug PL/SQL bits of
Apex, but I've yet to stumble across firm instructions.
The "debug" button at the foot of the developer page (in the developer tool bar) looks absolutely gorgeous but
seems to be of no use to non-gurus. Lots of whizzy features, but nothing that is "obvious" of use to us
run of the mill PL/SQL hackers.
