How do I submit my full custom url to apex?

Hi,
Calling the apex app (I can use javascript to decode the url):
https://domain.com/ords/f?p=101:1:::::P1_PARAM,https://other_site.com/some,a,b,c26,pl.html
In Apex the parameter P1_PARAM gets the value: https://other_site.com/some
How to encode the full url so that the P1_PARAM parameter has the full address
How about a method other than a parameter?
I need to get the full URL calling IFRAME with apex app (top, parent url) into param or application item.
