How do I specify JVM for OSDM

I downloaded the copy of OSDM without the JDK.

When I run bin\odm.exe (I'm on Windows) it gives an error:

---------------------------
This application requires a Java Runtime Environment 1.5.0 - 1.6.9

The system cannot find the path specified.

---------------------------
OK
---------------------------

I was expecting it to prompt me for the location, a la SQLDeveloper. The Help PDF says this is what should happen.

I tried creating odm.ini (a la Eclipse) and osdm.conf and sqldeveloper.conf (a la SQLDeveloper) in the same directory as osdm.exe but no luck.

Can anyone point me in the right direction.
