How do I reference the CSS file that I downloaded?

I'm running the Beta 4.0 on 11g.

1) I downloaded a .css file. Now I want to reference it in a theme. I tried "WORKSPACE_IMAGES#my_style.css and #APPS_IMAGES#my_style.css. Neither worked. What do I use to reference "my_style.css?"

2) I would like to extract an existing .css file to modify it then save it back as a custom css. Where are these stored?

I'm just a newbie at this so be gentle.
