How do I leave my url of apex 4.0 application to the client pc ?

Hi there,
I have done all steps of deployment to an application in Apex 4.0,But I have an error when I access URL http://192.168.1.3:8081/apex/f?p=103, i got "Socket Error", Could u plz help me ???
