How do I get APEX to recognize upper/lowercase password?

Hi all.

I am trying to find out why Oracle APEX recognizes all upper/lower case passwords as equivalent?  I would like Oracle APEX to be more precise.  In other words if the password is 'Boy13ab!', I want Oracle to only allow that character set and not 'boy13ab!'.  For some reason, within APEX, 'Boy13ab!' = 'boy13ab!' for my application.  The Oracle table has it stored correctly.  I've googled but found nothing appropriate.
