How do I fix Apex map region missing OpenMap tiles at certain zoom levels

I am working with an Apex map region, specifically mapping point in the Scottsdale AZ area. When you start from maximum zoom in and zoom out with the button the ninth level out is missing one tile, it just shows up as blue. I should mention that I am in an autonomous database on OCI. How can I resolve this issue?
