How create Folder For BIP User and Set Permission

Hi All Experts,
I am working on BI Publisher Enterprise 11g,
I have changes Security Model as BI Publisher to create users, now I am trying to create data mode,l reports after login with a new user, when i save it there is no folder to save,
next to that I am trying to create a new folder by login with this user , it says PLEASE SELECT A FOLDER, and there is no default folder access inside where I can create a new folder, this new user has all Administrator roles.

one more thing I have that the permission link of each folder and report is disabled for all OBI users.
