how could i concat a time like HH:MI:SS with a previous date

how could i concat a time like HH:MI:SS with a previous date as

select to_char(to_date(sysdate) ||'8:30:00 AM') from dual

and the i could covert this time and date in this format,'dd-mm-yy hh:24:mi:ss' like

select to_date(to_char(to_date(sysdate) ||'8:30:00 AM','dd-mm-yy hh:24:mi:ss' ) from dual
