How can you change the database time (Sysdate) without changing the OS time?

I saw the archived post:

That post did not have a good answer unfortunately, and as we are having similar system clock change issues where have an urgent need to do some future and past date/time logic testing, I thought it be worth to try again. Does anyone know how we might accomplish this database date/time change without changing the system clock time of the OS?
