How can we set time out and lock out settings in OBI for a userid,

Is it possible to set a default timeout setting for inactivity in OBI? If so, where is this configured?

Is it possible to lock a user account in OBI? I see the lock out page where invalid password attempts are made, but what if you want to manually lock/unlock LOCAL user accounts (e.g. admins)?
