how can prevent the users from download the PDF from oracle WebCenter Content?

we have oracle webcenter content version 11g applied on our environment.

as our high management requirement we need solution to secure e contents and prevent the users from download the content on his machine.

The users can read the content only.

how can do it that by using Oracle WCC, or if there any third party can help us.
