How can I use Arabic or farsi language in windows ce?

Hi everyone,
I have a Hand held from DataStrip company which use windows ce. I need to use arabic or farsi(persian) language in it, so I need it to some how (by software or code) support Right to Left languages.
I'll try many windows mobile's software but it seems that no such softwares work on my hand held.
I'll appretiate any help
