How can I restart Apache Web Server on the Solaris?

Hi, every expert!

Now I met a problem on Apache web server that is running Solaris.

At first I stop the web server , which command is httpdsctl stop, and i will start it again, in that my web configuration is taken effect. I used httpdsctl command again, but the parameter is start, like httpdsctl stop, httdsctl start. After running, its message tell me web server is starting. But i don't visit the web page on the IE, and the IP address is right.

Before i restart the web server, all is right. I can not visit the web page until i restart the web server.

Can anyone help me ? Very urgent!
