How can I remove a partial download and reinstall Java?

I received an update flag from Java indicating that I needed to download an update (Java 7 update 7). The update did not finish downloading. I went to Java.com to download the current Java software. At Java. com I was advised to uninstall the existing Java software. My Java 6 did uninstall.

My Java 7 update 7 will not uninstall error message indicates: (Fatal Error during installation) Add or Remove Programs.
