how can i read xml file with arabic language encoding="utf-8"

i created procedure to read xml file but after i inserted it the arabic data show with unknow
as example as the following below
ط¸â€ط¸â€¦ط·آ¤ط¸â€¦ط¸â€ ط·ط›ط¸ظ¹ط·آ± ط·ع¾ط·آ§ط·آ¨ط·آ¹

file xml is encoding="utf-8" and my data base NLS_CHARACTERSET is AR8MSWIN1256

can some one help me
