How can I legally gain access to support.oracle.com ?

Hello,

We have an Oracle database license through the vendor of our Oracle-based HRIS software. They have our Oracle support ID - we don't have access to it.

However, there are times when I want to be self-sufficient in researching a problem, and want to access a MetaLink document without their intervention, or download a CPU that that have not yet provided for us.

What is the most cost-effective (we are a public school system) way to gain access to all of the files/areas that we might need, on support.oracle.com ?
