How can I grant the role SYSDBA to users

I'm trying to set the privilege SYSDBA to a user that I just created to be able to shutdown and startup instance from SQLPlus.
The thing is that I am launching this command from SQLPlus but I get this error:

SQL> GRANT SYSDBA TO JOSE;
GRANT SYSDBA TO JOSE
*
ERROR at line 1:
ORA-01031: insufficient privileges

How can I solve that ?
