How can I get the !DOCTYPE on my ApEx Page?

I am working with div tags to display a region in a specified location regardless of other objects on the page.

I would like one of my divs to stay in the same place on the screen regardless of whether the page is scrolled or not. To this end I have assigned the CSS position:fixed; property to the div.

When I view the page with Firefox it looks great: just as expected. When I view the page with I.E., the div takes the full width of the page and right in between two other regions.

According to w3schools at http://www.w3schools.com/css/css_positioning.asp.
Note: Internet Explorer supports the fixed value only if a !DOCTYPE is specified.
How can I get this !DOCTYPE specification at the beginning of my ApEx generated pages?
