How can I find Smart Card frequency ?

I have been developing an ATR parser class to parse ATR, calculate Bauds rate and and something like that, I have two question to ask:

- first is that I don't know where can I find frequency value to calculate Bauds Rare?
- second is that are we able to change any card bauds rate?
