How can i Debug the Code

am very much interested in oracle and now going to take ocp. Last day i attend one interview they ask me that
How will you debug your procedure? That means, If your procedure is around 2000 lines, the expected output is 10 and we get only output 5.So how will you debug it?
i replied that i check print statement in between the codes where the result is correct or not? i think my answer is not correct thatz why i rejected from manager round.
some body pls help to know the exact way, am using plslql developer for doing programs
