How can I create new blank pluggable database

I am using Oracle 12 C and using SQL Developer

The moment I create new pluggable database I see many tables and views are existing already. I am thinking its because I am using sys user name and password.

Now I would like to know how to create Blank pluggable database so that I would want to create module specific tables views and procedures in it.

Help me on this
