How can I change Full Width Katakana into Single Byte Katakana vice-versa.

How can I change Full Width Katakana into Single Byte Katakana vice-versa. When I tried to convert using UTL_I18N.TRANSLITERATE() then few of the FW Kana characters spilts into two after conversion. Therefore length gets increased.
