How can i analyze the parameter "Database Time Spent Waiting (%)" is at 100 for event class "Other"

Hi Team,

I want to know how to check the current value and analyze "Database Time Spent Waiting (%)" is at 100 for event class "Other" from awr or addm report? I do not have access to OEM.
