Host() command hangs Forms 10G on Windows 2003

We have upgraded our forms from 6i to 10G. The 6i forms were running on Windows 2000
We now have Forms 10G running on Windows 2003 and some of the forms that use to work are now hanging when it comes to the host() command part.

Our development PC are windows XP and the same forms that hang on the sever works fine on the XP PC's.

Is this a permissions problem for 10G AS and forms on Windows 2003.

Please this is driving me up the wall as I can not find anything about this on the net.
