Horizontal values to vertical

i have table like 
 
serial no     col1   col2   col3
---------------------------------------------
1                x1     x2   x3
2                y1     y2   y3
Now i want to insert this date into a different table like 

sel no  col1
------------------
1         x1
1         x2
1         x3
2         y1
2         y2
2         y3
How can i do this with a program
