highwater mark

hello sir(s)

how do i find the highwater mark and manage it
and how could i design db_block_size and
i read the initial extent should be 50*db_block_size for small
tables and 250 * db_block_size for larger tables.
how can i dinstinguish them ..is it good practice to let my
datasegment should grow in seperate tablespace excluding
sort,rollback,indexsegements
and
why should one not to use db_multi_block_check_sum
