High run queue length but low cpu utilization

Hi

I have observed high run queue values on some of the servers, but the cpu utilization is low. Typically I see that run queue stays above 8 for 20% of the time on a 4 cpu V440, whereas the max cpu utilization is not going above 30%. I am not sure what could be the cause of it and if it is an indication of any application problem ?

I would appreciate your response in finding the underlying problem.
