High memory usage a good thing??

We have a dilemma that some other DBAs may have faced at some point. One of our database hosts is constantly hovering at 97-99% memory usage. The SAs believe this is a good thing, "That just means that the database server is using almost all the memory we gave it. If it wasn't then memory would be wasted." How do we remove this notion from the minds of SAs? Looking at the processes we see that they are certain oracle processes that are hogging (or in need of) memory. Also, note that there are about a dozen databases on this host. I believe we need more memory.

Any advice or comments?
