high load average but som cpu idle

gents i have an 8 core box

i see about 20%user about 25%sys (weird but i think its because they are using PAE/memory windowing so the cpu has to keep moving blocks into its 'smaller' addressable range)
about 25% idle
and about 30% iowait

but often i see the load average above 8

how can i have a load average high than the number of cores - when there is quite a lot of idle cpu?
not all processes are waiting on io - cant the idle service them?
