High LATCH FREE / CACHE_BUFFER_CHAINS -- How to resolve? Thanks.

I just migrated an Orcale 9.2.0.6 DB on Solaris from ASCII7 to UTF8 using exp/imp and after that, finding very high values for LATCH FREE (specifically CACHE_BUFFER_CHAINS) and performance suffering a lot.
Any clue how to resolve this?
