HFM security class

Hi Experts,

Could some one please help me to understand the below issue.

In production environment,when i click on Assign Access Control the below message appears but when I check the same in development instance i can see 400-500 security classes.

Also "Security classes" option on the tool bar also doesnot yield any result.

All users are native and assigned to groups .Groups are provisioned correctly. Please let me know if I am missing something.
