Help with STATIC HTML file reference another STATIC HTML/CSS file.

G'day Guys,

My eyes are dry and tired and I might be just having a bit of brain fade, but could someone please tell me if its possible for one Static file (specific to an application) to link in another static Image/html/css file (specific to same application) ?
