Help With Managing the PSOFT id.

What is the best practice for managing the PSOFT id? Who has access to it? Is there another ID that can be used for upgrades? IT support says they need the PSOFT id to perform upgrades. However, the ID has shown up making deletions to the pay_deductions table. How do we minimize the impact of the PSOFT id?
