Help with Intranet DB app..

I am looking into Oracle for building an intranet database application for at most 10 users and ~1GB database. I am having trouble determining which licenses I would actually need.
I just want to be able to add,edit, and feed sql queries into pre-generated reports with charts and tables.

I envisioned writing html/php to accomplish this but I am a bit confused on whether HTML/DB and oracle reports would be necessary. Any guidance would be greatly appreciated...
