Help us how to set the oracle_sid permanantly.

Hi,
I have created a new database in oracle 11g manually with using command line interface in windows 7. I cann't able to connect to the oracle unless i set the oracle_sid manually every time i restarted the command prompt. More over i can't able to login using sql* plus. Any one can help us how to set the oracle_sid constantly and what are the step need to perform to login using sql*plus directly with out using command prompt.
